Workforce Innovation and Opportunity Act Local Plan: Program Years 2025-2028

In accordance with the Workforce Innovation and Opportunity Act (WIOA), which establishes an integrated workforce system designed to meet the needs of businesses and job seekers, the Philadelphia Workforce Development Board is seeking public comments on its WIOA strategic plan for Program Years July 1, 2025 – June 30, 2028.  The plan details the board’s strategic workforce planning efforts guided by local workforce and economic analysis, resultant vision and goals, system-wide strategies by which the goals will be achieved, operational plans by which these strategies will be executed, and the board’s compliance with federal, state and local requirements.

An overview of the plan will take place during a virtual meeting via Zoom, which will be held on Wednesday, May 14, 2025 from 10:00 AM – 11:30 AM EST.

Written Comment for Philadelphia

All comments on the plan are to be submitted in writing to [email protected] with “WIOA Local Plan 2025-2028” written in the subject line. Written comments will be accepted beginning Wednesday, April 23, 2025, and ends at 4 PM EST, on Thursday May 22, 2025.

The Southeast PA Workforce Development Workforce Innovation and Opportunity Act Regional Plan is also seeking public comments from Monday April 21 to Thursday May 22. The region includes the counties of Berks, Bucks, Chester, Delaware, Montgomery and Philadelphia. The plan outlines regional efforts to continue fostering a thriving workforce system in Southeastern Pennsylvania. A virtual public information session will be held on Monday April 28 at 2:00 PM where all members of the community are invited to learn more and share their thoughts on the plan.
