Philadelphia Works, Philadelphia’s Workforce Development Board is making strategic strides to better address the workforce needs of Philadelphia residents.

To help identify, analyze, and address some of the challenges faced in meeting those needs, Philadelphia Works partnered with Mathematica to begin redesigning the city’s workforce system, the Employment, Advancement and Retention Network (EARN).  Through research, evidence-based solutions, and measurable objectives, the partnership is seeing early, yet positive outcomes.
